An investigation by The Insider, Der Spiegel, and Le Monde found evidence of a structured military-technical partnership between China and Russia that includes developing strategies to counter SpaceX's Starlink satellite network, Ars Technica reported. The outlets reviewed documents from a previously undisclosed China-Russia Military-Technical Cooperation Forum held in 2023, with a sixth meeting planned for St. Petersburg this year. The documents cover integrated air and missile defense, autonomous loitering munitions, next-generation armored vehicles, and military aviation cooperation. Former U.S. defense officials and space security experts told Ars Technica the partnership has moved beyond rhetoric into a multi-disciplinary weapons program neither country could build alone. The U.S. military relies on Starlink and similar constellations for navigation, missile warning, communications, surveillance, and tactical battlefield targeting.
