Pennsylvania PUC directs staff to draft updated emergency load-control rules for data center growth
Image: Primary Pennsylvania's Public Utility Commission said Thursday it is directing staff to develop possible updates to state regulations governing how electric utilities manage load during pre-emergency and emergency conditions, including clarity on which customers could be curtailed when demand threatens grid stability.
A tentative plan of proposed changes will go before the commission at its Oct. 1, 2026 public meeting; if approved, it would be released for public comment with a final order targeted for Jan. 28, 2027. Separately, the PUC will convene a technical conference this fall on cost allocation for large loads such as data centers.
The actions follow Gov. Josh Shapiro's Aug. 18 executive order on data centers.
